Legislative Initiatives for the 118th Congress

HR 233 – To amend the Revised Statute to codify the defense of qualified immunity in the case of any action under section 1979 and for other purposes., Sponsor: Rep. Jim Banks 

Codifies the defense of qualified immunity for law enforcement officers under provisions regarding civil actions for deprivation of rights under the color of law.


HR 355 – Back the Blue Act of 2023, Sponsor: Rep. Don Bacon

This bill establishes new criminal offenses for killing, assaulting, and fleeing to avoid prosecution for killing a judge, law enforcement officer, or public safety officer. It expands the list of statutory aggravating factors in death penalty determinations to include the killing or attempted killing of a law enforcement officer, judge, prosecutor, firefighter, or other first responders; it broadens the authority of federal law enforcement officers to carry firearms.


H.R.743 Protect and Serve Act of 2023, Sponsor: Rep John Rutherford 

This bill establishes a new criminal offense for knowingly assaulting a law enforcement officer and causing serious bodily injury (or attempting to do so) in circumstances that affect interstate commerce.


 H.Con.Res.4 -Expressing support for the Nation’s law enforcement agencies and condemning any efforts to defund or dismantle law enforcement agencies., Sponsor: Rep Ken Buck 


H.R.354 – LEOSA Reform Act, Sponsor: Rep Don Bacon 

This bill broadens the authority for certain law enforcement officers to carry concealed firearms across state lines. Further, the bill permits states to reduce the frequency with which retired law enforcement officers must meet certain qualification standards.


H.R. 957 – Public Safety Healthcare Retirees Act, Sponsor: Rep Abigail Spanberger and Rep. Don Bacon 

This legislation would increase the pre-tax distribution public safety officers can use from their pension plan from $3,000 to $6,000.
